dc.description | Latar Belakang : RSUD Salatiga merupakan lembaga
pelayanan publik yang harus tetap bisa memberikan pelayanan
kesehatan kepada masyarakat luas walaupun dalam keadaan
darurat bencana. Oleh karena itu RSUD Salatiga harus
menyelenggarakan system manajemen kesiapsiagaan dan tanggap
darurat dalam menghadapi bencana baik karena bencana internal
maupun eksternal. Tujuan dari penelitian ini adalah untuk
mengetahui kesiapan dan kemampuan RSUD Salatiga dalam hal
menangani bencana, sehingga seluruh anggota atau karyawan
rumah sakit dapat memahami tentang bencana, bagaimana
penanggulangannya serta bagaimana penerapannya di rumah
sakit.
Metode : Jenis dan rancangan penelitian ini bersifat
kualitatif, dengan teknik pengumpulan data dilakukan dengan
cara observasi partisipatif (Bungin, 2007:115), wawancara
terstruktur dengan cara Focus Group Discussion (FGD) atau
diskusi kelompok terarah, mengumpulkan bahan dokumenter
yang ada, dan gabungan dari ketiganya. Sedangkan teknik analisa
data menggunakan pendekatan studi kasus. Populasi staf atau
karyawan rumah sakit, dengan jumlah responden 4 orang, analisa
data dilakukan dengan cara studi kasus.
Hasil Dan Pembahasan : RSUD Salatiga sudah memiliki
buku Pedoman Perencanaan Penyiagaan Bencana bagi Rumah
Sakit (P3B – RS), namun sudah kadaluwarsa. Sehingga perlu

dilakukan evaluasi dan revisi. Belum dibentuk dan ditetapkan
struktur organisasi Tim Kesiapsiagaan Bencana atau Tim
Manajemen Insiden Rumah Sakit (TMIRS) di RSUD Salatiga.
Pihak pelayanan medis maupun pihak manajerial RSUD Salatiga
mendukung adanya pelaksanaan kesiapsiagaan bencana, namun
belum siap secara keseluruhan. Yaitu antara lain kesiapan tentang
menyiapkan daerah triage, label dan rambu-rambu, menyiapkan
sumber daya manusia dengan kemampuan sesuai dengan standar
pelayanan dan standar kompetensi, menyiapkan prosedurprosedur
khusus atau SPO (Standar Prosedur Operasional) dalam
melaksanakan dukungan medis, menyiapkan Pos Komando,
menyiapkan sumber daya manusia cadangan, menyiapkan
kebutuhan logistik, menyiapkan area dekontaminasi, menyiapkan
sarana fasilitas komunikasi (terutama pengadaan alat komunikasi
“Handy Talky”). RSUD Salatiga dalam hal membangun sistem
komunikasi dan koordinasi secara terpadu dalam rangka
menghadapi keadaan darurat bencana telah memasang jaringan
komunikasi internal menggunakan “aiphone”, namun belum
memiliki alat komunikasi tanpa kabel yaitu “Handy Talky” agar
lebih mudah, efisien, dan efektif dalam berkomunikasi dan
berkoordinasi antar personil dan antar ruangan tanpa gangguan
bila terjadi terputusnya kabel akibat bencana. Belum terbentuk
jalinan kerjasama komunikasi dan koordinasi dengan pihak
terkait (Dinas Pemadam Kebakaran, Palang Merah Indonesia,
Public Safety Center - 119, Kepolisian, Dinas Kesehatan Kota,
dan Rumah Sakit disekitarnya). RSUD Salatiga belum membuat
program pelaksanaan rencana kontinjensi (penanganan bencana).
Kesimpulan : Saat ini RSUD Salatiga apabila terjadi
situasi dan kondisi darurat bencana akan terjadi kebingungan
dalam hal penanganan bencana dan terjadi kesalahan informasi
data korban maupun kondisi kerusakan fisik, sarana dan
prasarana dikarenakan belum terbentuknya Struktur Organisasi
Tim Kesiapsiagaan Bencana atau Tim Manajemen Insiden
Rumah Sakit (TMIRS), walaupun dari hasil temuan penelitian
dan pembahasan bahwa RSUD Salatiga sudah memiliki buku
Pedoman Perencanaan Penyiagaan Bencana bagi Rumah Sakit
(P3B-RS), namun ternyata juga sudah kadaluwarsa. Sehingga
dengan demikian akan mempersulit bagi manajemen terutama

direktur sebagai pimpinan rumah sakit dalam hal pengambilan
kebijakan untuk penanganan darurat bencana. Kemudian apabila
ada penyaluran bantuan dan distribusi logistik juga akan menjadi
sulit untuk terpantau dengan baik, dikarenakan kurang
terbangunnya sistem koordinasi yang baik, sehingga kegiatan
penanganan tanggap darurat menjadi kurang terukur, terarah dan
terprioritas secara obyektif. Dengan kata lain bahwa RSUD
Salatiga secara keseluruhan dinyatakan belum siap dalam hal
menghadapi situasi darurat bencana.

dc.description.abstract | Background : RSUD Salatiga is a public service
institution that must still be able to provide health services to the
public even in the event of a disaster emergency. Therefore
RSUD Salatiga must organize preparedness management system
and emergency response in facing disaster both because of
internal and external disaster. The purpose of this research is to
know the readiness and ability of RSUD Salatiga in handling
disaster, so that all members or employees of hospital can
understand about disaster, how to overcome it and how its
application in hospital.
Methods : types and design of this study are qualitative,
with data collection techniques performed by participative
observation (Bungin, 2007: 115), structured interviews by Focus

book Disaster Preparedness Planning for Hospital, but it is
outdated. So it needs to be evaluated and revised. No
organizational structure of Disaster Preparedness Team has been
established in RSUD Salatiga. Both the medical service and the
managerial side of RSUD Salatiga support the implementation of
disaster preparedness, but not ready as a whole. These include
preparedness on preparing triage areas, labels and signs,
preparing human resources with capability in accordance with
service standards and competency standards, preparing specific
procedures or SOP (Standard Operating Procedures) in carrying
out medical support, preparing Command Post, preparing
backup human resources, preparing logistics needs, preparing
decontamination areas, preparing facilities for communication
facilities (especially procurement of Handy Talky communication
tools). RSUD Salatiga in terms of building a communications
system and coordination in an integrated manner in order to deal

with disaster emergency has installed an internal communication
network using Aiphone, but does not yet have a wireless
communication tool that is Handy Talky to make it easier,
efficient and effective in communicating and coordinating
between personnel and inter-room without interruption in case of
cable break due to disaster. In establishing cooperation on
communication and coordination with related parties (Fire
Bureau, Indonesian Red Cross, Public Safety Center - 119,
Police, City Health Office, and surrounding hospitals) have not
been established. RSUD Salatiga has not yet established an
implementation program of contingency plans (disaster
management).
Conclusion : Currently RSUD Salatiga in case of
emergency situations and conditions of disaster will occur
confusion in the case of disaster management and error
information about the victims and the condition of physical
damage, facilities and infrastructure due to the lack of
organizational structure of Disaster Preparedness Team,
although from the findings of research and discussion that RSUD
Salatiga already has a book on Disaster Preparedness Planning
for Hospitals, but it has also been outdated. So that will make it
difficult for management, especially the director as the head of
the hospital in terms of policy making for emergency disaster
management. Then if there is distribution of aid and logistics
distribution will also be difficult to be monitored properly, due to
lack of good coordination system, so that emergency response
activities become less measurable, objective and objective
priority. In other words, RSUD Salatiga as a whole is not ready
yet in facing disaster emergency situation.
