      Abstract
      Since 2004, Malaysia experienced an outbreak of avian influenza (H5N1) in August caused by illegal chicken imports on the border of Thaliand and Malaysia. Outbreaks of avian influenza returned to Malaysia almost every year, namely in 2005, 2006 and 2007. Outbreaks of avian influenza reappeared in 2014 brought by foreign tourists from China. In 2015-2016, Malaysia is free of bird flu. In 2017-2018, an outbreak of avian infleunza again attacked Malaysia. As a country that attaches great importance to health, the Malaysian government carries out a number of actions in the form of policies to handle avian infleunza outbreaks. Since 2004, the Malaysia government has made a policy of handling avian influenza outbreaks which initially provided compensation for the destruction of poultry for farmers and farmers and gave penalties for poultry smuggling. Until 2018, the Malaysian government policy resulted in bilateral disaster diplomacy AI simulation exercises in the border region with Thailand in 2016 and Malaysian multilateral diplomacy with Indonesia, Thailand and Vietnam to develop the One Health concept in September 2013. However, Malaysia's disaster diplomacy policy has not been systematically institutionalized. Keywords : avian influenza, policy, disaster diplomacy, bilateral, multilateral, One Health
