      Abstract
      The purpose of this study was to determine the effect of district / city minimum wages, regional government spending in the health sector, regional government spending in education, regional government spending in the field of public facilities to the human development index (HDI) in Lampung Province. The object of research in this study is data from 12 districts and 2 cities from 2010 until 2016 obtained from various official sources such as BPS, Ministry of Finance, and various sources related to this research. The analytical tool used in this study uses quantitative analysis using secondary data in the form of panel data. The data analysis method used in this study is using panel data with the fixed effect model (FEM) method. Based on the analysis that has been carried out, it is obtained the results that the district / city minimum wage veriabel, regional government spending in the education sector and regional government spending in the field of public facilities have a positive and significant effect on the human development index (HDI) in Lampung Province. While the expenditure variable of the regional government in the health sector has no effect on the human development index (HDI) in Lampung Province for the period 2010-2016.
