      Abstract
      The aim of this study is to explain the advocacy process on influencing the policy making process of the Hawaii Government, especially it will explain about the social dynamics between of Hawaii State, tourism, environment, tourism as the economic supplier to Hawaii State. Relations between actors, interest group, researchers and the government senate who have their respective work in the success of the advocacy process in influencing and which causes the creation of the SB 2571 Bill about the prohibition on the use and distribusition of chemical sunscreen product. This study uses method qualitative descriptive method by utilizing secondary data. There is also technique for collecting data through library research. The theory and the concept that are being used is the concept of public policy advocacy which is divided into three parts: the contents of law, politics and bureaucracy, socialization and mobilization.
