      Abstract
      This research tries to analyze the cause of USTR’s foreign policy that puts Alibaba’s e-commerce platform on the blacklist in 2016. The author uses the theory of foreign policy decision making by William D. Coplin to find the actor who influences the policy maker. According to Coplin, foreign policy is influenced by three factors: domestic political conditions, economic and military, and international context. The author focuses on domestic political conditions where there is policy influencer, such as interest group. One of the interest groups in the United States that influenced USTR's foreign policy making is the American Apparel and Footwear Association (AAFA). The author will try to prove the pressure given by AAFA on USTR to re-list the Alibaba’s e-commerce platform on the blacklist in 2016.
