This journal explains the efforts of Batam City in optimizing Sister City's collaboration with Gimje City (South Korea). Previously, Batam City had collaborated with other countries, namely Shen Zen City (Hong Kong). The end of his collaboration with Shen Zen City in 2011. Which results from the collaboration are not satisfactory in Batam City. So that the city of Batam evaluates the problem of its failure. Local governments have responsibilities in the development stages of their territory. There are various ways to implement it into a way to develop the area. With the advancement of International Relations, establishing a relationship no longer uses issues of war and power, but rather issues of human rights, culture, economy and education. Coupled with the development of globalization which makes cooperation no longer only for countries with countries, but, between provinces and between cities. Cooperation between regions is one of Sister City's collaborations. which became the main topic of cooperation between Batam City and Gimje City. Right at the end of the collaboration with Shen Zen City, Batam City was visited by representatives of Gimje City to conduct a reading of Sister City's collaboration with Batam city.
