      Abstract
      The objectives of this research are to recognize whether the concept of Halal Tourism has been in accordance with the Fatwa of National Sharia Board of Indonesia Ulema Council (MUI) about Sharia Tourism Management Guideline and whether the issue has been responded well by Yogyakarta Government Tourism Office. This research was qualitative research using descriptive approach. The sampling techniques used were observation, interview and documentation by visiting the Indonesia Ulema Council of Yogyakarta Special Region (MUI-DIY), Yogyakarta Government Tourism Office and several tourism spots in Yogyakarta. Further, the data validity was tested through triangulation method. The result indicated that Yogyakarta Government Tourism Office had well responded and comprehended the concept of halal tourism, proven by their commitment in developing infrastructure and the number of visitors which increased annually. By this research, it is advised that government institution and Indonesia Ulema Council of Yogyakarta Special Region (MUI-DIY) built a good collaboration in developing Halal Tourism whereas the actual condition showed that both were still working separately.
