      Abstract
      Japan is a nation that bound by chapter 9 of 1947’s constitution, that makes Japan adopt the pacifism since Japan can’t have their own military strength. Prime Minister Shinzo Abe aim to change this by revisioned the chapter 9. Using David Easton’s System Theory and Global Power Shift concept by Joseph Nye Jr., writer aim to reveal the reason why Shinzo Abe want to change chapter 9. Writer shows the dynamic of Shinzo Abe’s government and other outside factor like how China grow stronger and North Korea missile’s threat, also how United State’ influenced is declined
