      Abstract
      This thesis explains about the causing factor of the Myanmar Government failure in the implementation of the Responsibility to Protect doctrine by United Nations in Rohingya humanitarian crisis. Using the theory of constructivist and the speech acts, this research findings proof that the lack of commitment represented by the Myanmar’s ruling class has become the barrier of the R2P implementation process. Besides of that, the ruling class such as Aung San Suu Kyi and the Junta, also the majority group of Buddha nationalist was portraying the Rohingya as a national threat, this was analysed through their speech acts. Myanmar has continuously repressed the Rohingya community using a systemic violence and ‘clearance operation’. This practice was backlashing with the principles of the Responsibility to Protect which were to promote the idea of protection by the government toward its citizens. These principles under the responsibility to protect has universally recognized including by Myanmar.
