This research is important to analyze the internationalization strategic policies of higher education institutions that have not been able to show the expected performance. This weak performance has an impact on achieving the goal of internationalization of higher education, which among others is to have a positive impact on all stakeholders. At present, the internationalization of higher education is not only to encourage the domestic community to trust the credibility of higher education institution, but also to foster the trust of the international community.
