      Abstract
      This thesis discusses the Indonesian government in responding to the conflicts that occur in the Middle East and its participation in establisihing peace in the region. Many conflicts are in the region such as Syria, Saudi Arabia with Iran, and Qatar make many countries in the world concern for the regional security and stability will deteriorate. As one of the countries that have good relationships with countries in conflict, Indonesia government participated and took role to help establishing peace, this policy conducted out by the Indonesian government is one form of practice from Indonesia's ‘bebas-aktif’ foreign policy. In this thesis, the author explains the efforts made by the Indonesian government in its involvement to help reconcile the problems that occurred with pra-negotiation process according to Janice Gross Stein. The analysis leads to how the efforts made by the Indonesian government to assists conflict countries to be willing to resolve by means of diplomacy.
