      Leveling bureaucratic inertia occurs at the individual, group, organization, and interorganizational level. In this leveling bureaucratic inertia, organizations perpetuate the establishment of the path dependence rules and procedures, regardless of whether they are countetproductive or potentially specifically inverse built-up hierarchical objectives.
