      Abstract
      The leader is a figure who plays an important role in every policy taken by a country. This paper discusses how Russian foreign policy under the leadership of President Vladimir Putin put more focus on the use of energy resources as a tool to carry out its national interests. So that it can have an impact on the rise of Russia from the economic downturn at the beginning of its independence. Taking Russian energy policy is inseparable from the perception of Vladimir Putin himself who was formed by his educational background and also his career as an intelligence officer at the KGB. Vladimir Putin's individual perceptions of the connection between Europe and Asia also became a factor in Russian policy making during his tenure. Strengthening Russia's influence in the Central Asian region was also carried out by Putin through his energy policies.
