      Abstract
      This thesis explains about the implementation of the German and Indonesian collaboration in the development of the PLT Bayu shows the importance of introducing environmentally friendly energy in Indonesia, which so far has been highly dependent on coal fuel (coal) which can pollute the environment used specifically and in the long term. The development of the PLT Bayu using a modern wind turbine system will be a pilot project in the development of environmentally friendly and non-emissions power plants. The next reason / interest for Germany in developing the PLT Bayu is to transform the environmentally friendly energy policy or also known as green energy that has been declared by the German government through the planning of the relevant ministries, even this agenda is also directly campaigned by the German company, Chancellor Angela Markell. The Bayu PLT in Indonesia is to support German foreign policy or foreign policy. Through this collaboration, it can enhance Germany's image as a country that is progressive on the issue of environmental sustainability and environmentally friendly energy on a global scale that is needed to be a pilot project to be used in several other countries, such as opening up the ASEAN region.
