      Abstract
      Food loss and waste is a world problems, these problems continue to develop especially in the era of globalization. Food loss and waste is a condition that refers to any food that is lost and wasted in the between of food supply chains. It represent a misuse of the labour, water, energy, land and other natural resourches that causing environmental, economic and social problems. Because of that, both national and international actors are trying to overcome these problems. Among them is the collaboration carried out by Food and Agricultural Organiations (FAO) and Unilever. They are working in several methods among the causes between supply chains, such as to promote and advocate, empower smallholder farmers, rising awareness on concumers and changing their individual attitudes, bahaviours, consumption and shopping habits related to food. Using the theory of international regime and food security concept, this research is trying to explain FAO and Unilever as a different actor in overcoming problem in international area.
