      Abstract
      Women's representation in formal politics in Indonesia began to gain space since the issuance of Undang-Undang No. 12 tahun 2003, which mentions the importance of affirmation action for women's political participation by setting the amount of 30% of all political party candidates in parliament at national and local levels. In the City of Tidore Islands, in terms of quantity the number of women occupying the legislative seat has not yet reached an affirmation quota. This research aims to not only look at the quantity but also the quality aspect, how the women legislative members carry out their functions, rights and authority as a substantive representation of women in Kota Tidore Kepulauan. This study uses a qualitative method. The technique of collecting data uses interviews, observation, and documentation. Interviews were conducted with informants from women legislative members, Sekretariat DPRD, and from the Execute domain with the Deputy Mayor and the Women's Empowerment Sector. Besides that, it also uses a Guttman scale questionnaire to see the perceptions of voters in the Electoral District for each member of the women's legislature. The results of this study found that substantively the existence of all 4 female legislative members as representatives of the people of Kota Tidore Kepulauan, especially women, could be said to be quite good, but not yet maximal in accounting for the identity of representation they had. The results of the questionnaire showed that more than one half of the respondents (57.5%) admitted that female legislators had used the community or women's activist network to hear women's aspirations, and 42.25% of respondents stated that women legislators had accommodated women's aspirations and interests during their term of office. And more than half of the respondents (63.75%) claimed that they were not satisfied with the performance of female legislators. The factors that influence the four legislative members of women in carrying out their functions as representation of women in Kota Tidore Kepulauan are their limited capacity in formulating strategic issues related to women's interests. The factors that influence the four legislative members of women in carrying out their functions as representation of women in Tidore Kepulauan City are their limited capacity in formulating strategic issues related to women's interests. The limitation may be related to the fact that the network of women legislators in the City of Tidore Kepulauan DPRD has not been established with women activists who have an agenda to guard women's interests, as well as political and electoral systems that influence their level of independence.
