      Abstract
      This research focuses on human resources development in the local government organization in Sorong city to support public E-Government based services. This research was done by discussing factors that influence Behavior Intention to use E-Government as electronic-based internet media with the modification of Unified Theory of Use and Acceptance of Technology (UTAUT) and Unified Model of E-Government Adoption (UMEGA). Particularly, this research is aimed at analyzing deeply how far Expected Benefit, Complexity of Use, Social Influence, Trust Factor, and Supporting Factor have effect on Behavioral Intention to use E-Government as electronic-based internet media. This research carried out mixed method of quantitative and qualitative research. All variables in the research were operationalized in the indicators and used as the basis in designing the questionnaire before being distributed to the respondents. The data were analyzed using SmartPLS3 and SPSS (version 22). The research sample was 50 respondents consisting of 10 people from Regional Development Planning Agency (BAPPEDA), 10 people of Population and Civil Registration Agency (DISDUKCAPIL), 10 people of Human Resources Development and Personnel Agency (BKPSDM), 10 people of One-Door Integrated Service and Capital Investment Office (DPMPTSP), 10 people of Communication and Information Agency (DISKOMINFO). The results show that there were only 3 variables out of 5 variables that have positive and significant impact on Behavioral intention to use E-Government as electronic-based internet media and strengthen the results of previous studies i.e. Expected benefit, Complexity of Use, and Supporting Factor. Meanwhile, two other variables do not support the results of previous studies i.e. Social Influence and Trust Factor.
