This study aims to determine the influence of transparency, community participation, educational background on the quality of preparation regional budget. This test uses preparation of the regional budget as the dependent variable, transparency, community participation, educational background as an independent variable. the sample used was a individual of Regional Govermment Organization in Sleman Regency. This research uses purposive sampling method. The type of data used in this study is primary data. Based on the questionnaire distribution process, 107 respondents were obtained. Hypothesis testing in this study using multiple regression using software applications SPSS v.15. The resul of this study shows that variables of transparency and educational background had a positive and significant effect on the quality of preparation regional budget, but the community participation variable did not effect the quality of preparation regional budget
