The realization of general election as gavernment's responsibility for all people in order to actualize their political rights. The political rights determined strictly in the Constitution on article 28 and 28E paragraph (3). The costitutional right to freely associate, assemble, and express opinions was a goverment's obligation to meet it, as determined in article 28I paragraph (4). The state obligation concerning fulfilment and protections divided into two kinds: obligations of conduct and pbligations of result. The political civil rights implementation has essential proportion in a democratic state.
