The strategy of the country places the fulfillment of Economic, Social, and Cultural (ESC) rights as rights that are not prioritized, and it is the time that this paradigm should be changed trough legislative measures and through the awareness of each element of society and the government officials about the importance of respect, recognition and protection of ESC rights. Government (state ) as a participant of Committee on Economic, Social, and Cultural Rights (CESCR) should realize quickly that ignoring citizens ESC rights, including the rights of natural disaster victims, should be understood as one form of human rights violatitions (acts by omission). Therefone, a quick and immediate action in ensuring the ESC rights together with the fulfilment of their parameters needs to be done.
