      Abstract
      This thesis explains the phenomenon of the demographic crisis that occurred in South Korea and President Moon Jae In's strategy in overcoming the crisis. This issue has been a major concern in policy making by the South Korean government until the era of the Moon Jae In government because no effective solution has yet been found to deal with the crisis. Using human development theory that tries to shape human-oriented development, Moon Jae In seeks to change the previous president's strategy by changing the direction of policy to focus on improving the quality of life of each generation. Moon Jae In's strategy will focus on the human resources approach by improving the quality of life of the population in South Korea, reforming the structure of military power, and gender equality. This research uses the Library Research method. The data is obtained from internet media such as journals, articles, books, official websites and news sites, as well as various other references.
