      Abstract
      In the city of Malang, there is an anti-corruption social movement based on civil society, this movement has been moving since the post-reform era to be precise in 2000 until now and has been consistently active on the issue of anticorruption issues. MCW or Malang Corruption Watch in its duties has a function as a social movement that is engaged in advocating for public policy and prevention of political corruption, so this research is very interesting if it is related to cases of political corruption that occurred in Malang City in 2018, namely the arrest of 41 members of the City Council. Malang by the Corruption Eradication Commission regarding the alleged bribery of P-APBD Malang City in 2015. This study used a qualitative research method with a phenomenological approach. In collecting data with in-depth interviews (in-depth interviews). This research is also inseparable from collecting well-known books, journals, websites, and the like related to research. Furthermore, the data is managed using the Nvivo 12 Plus software, with the Crosstab Analysis feature in general sentences from which conclusions are drawn. The results of the study show that the source approach carried out by MCW related to organizational input has been implemented optimally so that in the aspect of the process approach, MCW activities can be sustainable and correlate with the output program created by MCW in fulfilling the aspects of the target approach. It can be concluded that MCW as a nongovernmental organization has an effective program in organizing it in the field of the anti-corruption movement. However, there are several things that must be tested in relation to their direct implications for society, namely related to civil society participation, government performance, and during the 2019 legislative elections in Malang. On the implications related to civil society participation, MCW is able to move society from the cognitive, affective, to psychomotor aspects. However, regarding the implications for government performance, MCW is only able to be in the cognitive aspect. It is also not far from the level of the 2019 legislative elections in Malang, MCW is only able to be in the cognitive aspect.
