      Abstract
      This article aims to explain how the human resource development strategy of tourism actors in Bantul Regency, which is located in the Special Region of Yogyakarta, Indonesia. The descriptive analysis in this study uses the Nvivo12 plus software. strategies to improve Human Resources in tourism actors, among others, we can focus on. First, Increasing the HR of tourism actors, by providing workers who work at budget hotels, tourist lodges, restaurants or restaurants and other training service businesses, such as training; Technical Guidance Guide, Food Product Technical Guidance and Room Devision Technical Guidance. Second, Increasing Tourism Apparatus, by providing counseling and training in the form of; Leadership Training Type II, Office Management Technical Training, Archives Management Technical Training, Tourism Technical Training, Licensing Technical Training, Education and Training in English. Third, Community Empowerment, by providing counseling in the form of; Counseling and Guidance of Tourism Conscious Groups. Bantul Regency Dispar's strategy in improving the quality of human resources for tourism actors has certainly been successfully implemented, seeing the impact of these efforts causing the number of tourist visits to increase every year.
