The objective of the article evaluate constructions of Law No. 7 Year 2012 on Social Conflict Management by content analysis. All of texts in Law No. 7 Year 2012 represents policy of government to maintain social harmony in Indonesia. Significancy of Law No. 7 of 2012 related with emerging social conflict in transition democratic proocess. Construction of the Act as a supra-structure give more influencing to institutionalization in preventing social conflict. The collection of data obtained from the book of Law No. 7 Year 2012. Data analysis was performed with a content analysis that focused on speceific message that represent in diction of Law No. 7 Year 2012. . The article found that the construction of the message in Law 7 of 2012 for preventing social conflict in Indonesia was initial norms that it was characterized by moderation management, budgets, actors in ad-hoc mode.
