      Abstract
      Special Province of Yogyakarta, which is often called by DIY (Daerah Istimewa Yogyakarta), is very exceptional with its history aspect and culture. Before the independence of Indonesia, Yogyakarta was an area with its own governmental administration which is called by Swapraja, they are Kasultanan Ngayogyakarta Hadiningrat dan Kadipaten Pakualaman. After the Independence Proclamation of Republic of Indonesia, Sri Sultan Hamengku Buwono IX and Sri Paku Alam VIII (who were the leader of those two areas) declared that Kasultanan Yogyakarta and Kadipaten Pakualaman areas are part of Indonesia which named as Daerah Istimewa Yogyakarta. Sri Sultan Hamengku Buwono IX and Sri Paku Alam VIII were the Head of District and Vice Head of District, which the responsibility is directly towards to the President. This history contribution becomes one of the considering for the special autonomy of Yogyakarta. In culture aspect, with the existence of Keraton Kasultanan Ngayogyakarto Hadiningrat dan Kadipaten Pakualaman, turned Yogyakarta as the center of Javanese culture. We still can see the Javanese social and political tradition in those both institutions. Principally, that Regulation gives autonomy to Yogyakarta in managing the various agenda of art and culture, lands and the authority which all of them is based on the Javanese tradition. DIY has its own uniqueness. When Indonesia is experiencing liberal democratisation, in fact political and governmental practices in Yogyakarta using Javanese tradition in democracy. However, the presence of Javanese democracy provides local stability in social and political life better than national and some other province stability.
