dc.description.abstract | In 2015, Indonesia has 30 Faculties of Dentistry which are located in Java, Sumatra, Kalimantan, Sulawesi and Bali. Indonesian dentist competency examination (Uji kompetensi dokter gigi-UKDGI) was developed to ensure the individual’s competence and be a basis for certification on their qualification. This examination was determined from Indonesia Medical Practice regulation number 29/2004 about “Indonesian Dentist Standard of Competence”. The validity of the examination is influenced by Examination Content (what is tested? ) and Examination Methods (how is the content tested?).
The implementation of UKDGI was started in 2007 and using a multiple choice questions (MCQ) in paper-based form. Then, in April 2010, the system was supported by Health Professional Education Quality Project (HPEQ). HPEQ has facilitated the preparation of high stake exam test through various workshops, such as :
a) Input : Blue printing, the Item Development & Written Test, and examination methode
b) Process: exam management, exam guidelines, item review, panel expert, item bank administration, training for ‘Objective Structured Clinical Examination’ (OSCE) examiner, training for Standardized Patient, try out item, IT support and Item Analysis.
c) Output: Standart setting, result announcement and educational feedback
In 2011, the test methods were changed into computer based test (CBT) involving all faculties of dentistry in Indonesia in collaboration with Indonesian college of dentist. A “one best answer” type of MCQ was chosen to develope a ‘case-based’ question. Then, in 2012 an OSCE test was developed to corroborate UKDGI test. The OSCE uses standardized patients (SPs) or manequin (dental phantom). Therefore, in present, two kind of examinations (MCQ CBT and OSCE`s) for UKDGI test were performed. A panel expert - representing all faculties of dentistry will set the bottom score of passing grade in every test period. This panel expert judgement was conducted using modified angoff method.
Key performance indicator (KPI) of UKDGI test is 80,12% (year 2010), 83,13% (2011), 72,19% (2012), 76,04 (2013) and 71,67% ( for 3 periods of examination in 2014). The KPI was considered under performance due to the accumulation of unpassed participants. However, the dental school has constraint to deliver a formal enforcement education since they were already be a dentist. Due to solve these problems, the Ministry of Education established Act Number 30/2014 in order to schedule the national test before graduation (exit examination). The Act put the faculty of dentistry at strong responsibility to ensure the qualification of their students. The result of key performance indicator after this regulation are 75% (periode of November 2014), 77,72% (periode of Januari 2015).
The improvement of the national licensure test for Indonesian dentist will be carried out continuously. The data of licensed dentists is recorded in a management information system which is integrated with data network of Indonesia Medical Council, Indonesia college of dentist and Ministry of education. | en_US |
