This thesis analyzes of the benefits of partnership do Sister City Surabaya to Xiamen China. This thesis aims to see any advantage in the can by Surabaya in partnership Sister City, and the source of the data obtained through the study of literature and through interviews to government staff in the city of Surabaya. Sister City become a place for Surabaya city government in developing communities, it is because Sister City was able to help a city in assisting another city with the same purpose. Sister City needs to get serious attention from the government each city as a place of learning for the next generation who will control the next government wheel. Public policy theory helps to explain that Sister City partnership, namely the partnership of Sister City Surabaya-Xiamen, is not only beneficial for local authorities, but also can help partnership of other actors such as international relations between State actors (the central government).
