      Abstract
      The history of Chinese military strategy has entered a new phase with their breakthrough China Policy on Military Base in Djibouti, Africa 2016. The construction of military bases is a form of military activity was a first for China throughout the history of the development of the country's military strength. This policy has a style different from earlier Chinese militery cooperation. The basic method used by the writer in analyzing the subject matter is by using qualitative descriptive methods on the basis of secondary data sources that are relevant to the research topic. Using the Theory of Foreign Policy from William D. Coplin, this study provides answers to the reasons China has decided to build the country's first military base in Djibouti, Africa in 2016. The reason concerns the hegemony of foreign powers in the geostrategic Djibouti, Africa, the strong support from The Communist Party of China and China's response to various challenges of strengthening economic and military global ditatanan country.
