      Abstract
      This research will explain about the reasons and factors that cause changes in the foreign policy of Cuba towards United States in the fields of economic and communication in Raul Castro era. Each country has a national goal that is manifested in their foreign policy. Cuba under the leadership of President Raul Castro made a more moderate policies and oriented to issues of low politics such as economics, communication and humanity towards United States. Fidel Castro is not like the United States therefore, foreign policy taken by Fidel Castro tends to be confrontational. President of Cuba Raul Castro, recognized that Cuba needs to interact with other countries to meet their interests, especially in the crucial fields as indicators in measuring the level of prosperity of the Cuban people such as economics and communication fields. Changing foreign policy be an alternative option which can be taken as a form of Raul Castro efforts in improving internal conditions of Cuba. Furthermore, President Raul Castro emphasizes a more open approach and pragmatic soft power in the face of the United States and determine the foreign policy of Cuba. The Change of Cuban foreign policy is a consequence of external and internal factors. President Raul Castro is required to consider and balance the changes in the external and internal demands of Cuba to produce a foreign policy that can represent the interests of the Cuban people. The author concludes foreign policy change undertaken by the Cuban influenced by economic and communication policy of United States towards Cuba, European Union supports the change in the foreign policy of Cuba. And then, the economic conditions in the country of Cuba is running slow, changes in the views and interests of the Cuban people towards United States as well as the character of the leadership of Raul Castro more open.
