      Abstract
      This thesis describes how the efforts of NGO's International and domestic NGOs in internationalize the human rights violations that occurred in Aceh. As a mediator to discuss humanitarian issues, NGO's International and local NGOs realize that the act of negligence committed by Indonesian Government against the civilian population of Aceh should be under the spotlight. Moreover, because the Indonesian government sought to cover up the issue of rights violations committed by the military against civilians, who should instead receive protection as citizens. Although the NGO's and local NGO working to become a mediator and mediates both sides, between GAM and TNI, but a peace deal always result in action provocations that lead to conflicts continue to re-occur. Nonetheless, NGO's International and local NGOs continue to strive for the establishment of peace between GAM and TNI, so that civilians who become the victims of these conflicts can return to their lives as before.
