dc.description.abstractRecently, the act of Terrorism has been increasing since the attack of 9/11 that destroyed World Trade Centre Building in United States of America. Therefore, Counter-Terrorism is conducted as a step to address the Terror. In November 2015, France was attacked by a group of which ISIS is suspected as the actor. Hollande response the attack by issuing State of Emergency, but the policy taken by French Government was criticised by Amnesty International, Human Rights Watch, and even United Nations Rights expert. Thus, this paper is written to analyse the underlining factor of French Government decision to extend the State of Emergency in February 2016, despite the critiques of the aforementioned organisations towards the policy.
