Abstract
In 2014, United States and Cuba agreed to carve out a new history for their future. Both countries that have been involved in tensions agreed on normalization of diplomatic relations and it is marked by the reopening of embassy offices in each country. The policy of normalizing diplomatic relations undertaken by the United States government under the President Barack Obama is seen as a new treatment, to realize the desire of the United States to change Cuba to become a democratic country and willing to apply the norms of democracy. Since both countries agree to normalize their diplomatic relations, tensions between United States and Cuba have begun to fade, especially after the United States succeeded doing Social Construction in Cuba. The successful of Social Construction in Cuba was shown by the change of Cuban policy which tends to start adopting democratic norms. The changes of Cuban policy is sign that Cuba was declining degress of Cuba’s threat to the United States.
