The aim of this study is to determine the factors that influence the cooperations between Yogyakarta and Vasterbotten County Council. The data were obtained from inverview, literature studies that sourced from books, newspapers and the internet. This research will try to describe, record, analyze and interpretating the conditions or events related to the issues.Globalization creates international relations actors on a wider scale, not just the central government, but also the local government. Sister city is international cooperation run by the local government. Sister city is a concept of coupling two different city locations and political administration. The purpose of sister city are establishing cultural and social contact between residents. It is being run by the government of Yogyakarta City and Vasterbotten County Council. Based on the results of this research, this cooperation can not run without the existence of the driving factors such as what is, motivation, spirit, and the will of both parties. In addition, other factors with similar problems can be evaluated together for the advancement of the two cities. To implementing this cooperation, needs a monitoring from various parties to make this cooperation run transparently with the concept of good governance and clean governmen
