| dc.description | Untuk menjamin kepastian dan ketertiban hukum dalam penataan bangunan gedung, setiap bangunan gedung harus memenuhi persyaratan administratif dan teknis bangunan serta harus dilaksanakan secara tertib. Penelitian ini bertujuan untuk mengetahui sejauh mana Implementasi Peraturan Daerah No 2 Tahun 2012 tentang Bangunan Gedung khususnya dalam Mendirikan hotel di Kota Yogyakarta? Dan untuk mengetahui faktor-faktor apa saja yang mempengaruhi implementasi Peraturan Daerah Nomor 2 Tahun 2012 tentang Bangunan Gedung dalam mendirikan hotel di Kota Yogyakarta? Penelitian ini dilakukan di Dinas Penanaman Modal dan Perizinan Kota Yogyakarta, penelitian ini menggunakan deskriptif kualitatif. Berdasarkan realisasi dalam pembangunan hotel tidak adanya penyimpangan pemanfaatan tata ruang. Faktor-faktor yang mempengaruhi implementasi yaitu: Faktor pendukung: a. Aspek hukum, b. Aspek komunikasi, c. Aspek sikap dan faktor penghambat a. Aspek SDM, b. Aspek penegakan hukum. Harapannya pemerintah lebih tegas lagi tentang izin mendirikan bangunan gedung khususnya hotel, untuk meningkatkan lagi pemahaman tentang kebijakan Peraturan Daerah dalam mendirikan hotel kepada masyarakat, supaya masyarakat mau untuk berpartisipasi dalam mengawal setiap kebijakan pemerintah. Kemudian pemerintah harus lebih fokus lagi terhadap faktor-faktor yang menjadi penghambat dalam implementasi kebijakan, agar pada saat mengimplementasikan Peraturan tentang bangunan gedung khususnya hotel ini bisa berjalan lebih baik lagi. | en_US |
| dc.description.abstract | To ensure legal certainty and order in the arrangement of buildings, every building must meet the administrative and technical requirements of the building and must be implemented in an orderly manner. This study aims to determine the extent to which Implementation of Regional Regulation No. 2 of 2012 on Building Buildings, especially in Establish hotel in Yogyakarta City? And to know what factors that influence the implementation of Regional Regulation No. 2 of 2012 on Building Buildings in setting up hotels in Yogyakarta? This research was conducted at the Office of Investment and Licensing City of Yogyakarta, this study used descriptive qualitative. Based on the realization in the construction of the hotel the absence of deviation spatial use. Factors that influence the implementation are: Supporting factors: a. Legal aspects, b. Communication
aspect, c. Aspects of attitudes and inhibiting factors a. Aspects of HR, b. Aspects of law enforcement. The government hopes more firmly about the permit to build the building, especially the hotel, to improve the understanding of the policy of Regional Regulation in establishing the hotel to the public, so that the public will be willing to participate in guarding every government policy. Then the government should be more focused again on the factors that become obstacles in the implementation of the policy, so that when implementing the Regulations on building buildings in particular this hotel can run better again.
