KESESUAIAN ANALISIS JABATAN DALAM PENGISIAN JABATAN ESELON III DI BAPPEDA KABUPATEN BANTUL TAHUN 2016
Abstract
This study aims to describe and analyze the suitability of position analysis in filling position at the Regional Development Planning Agency of Bantul regency after the change of organizational structure based on Regulation No. 127 of 2016. Based on the research focus on the position requirements which can be seen from the aspect of: education background, rank and class, education and training, and work experience.
The method used in this research is qualitative research. The research was conducted at the Badan Perencanaan Pembangunan Daerah Kabupaten Bantul and Badan Kepegawaian Pendidikan dan Pelatihan Kabupaten Bantul. Data collection techniques used in this study is interviews and documentation.
The result of the research showed that the position analysis has been used well in terms of filling the echelon III position. This can be observed from, first the level of conformity between educational background and the task field, although there are a small number of employees who do not fit the educational background with their positions. Second, It can be seen from the factors of rank and class, all officials’ echelon III have rank/class exceeded from the minimum rank set in the terms of position. Third, It can be seen from the participation of education and training especially Leadership Training level III, all officials’ echelon III have attended the Leadership Training III which means that all officials are eligible to occupy the position of echelon III. Fourth, experiences’ factor can be used as an alternative if the educational background is not in accordance with his position. Those are regulated Peraturan Pemerintah Nomor 11 Tahun 2017 that experience can be taken into consideration in the filling of structural positions with a minimum of three years of work experience occupying structural positions and in accordance with the areas to be occupied.
From the results of the discussion, can provide suggestions, in terms of filling the echelon III position in Bappeda Kabupaten Bantul should consider to job requirements especially educational background to be accordance with the principle of “right man in the right place”. The parti who has the authority in filling of echelon III positions is performance appraisal team of civil servants in order to provide a professional assesment, not based on subjective judgment.
