KEBIJAKAN PEMERINTAH PROVINSI BENGKULU DALAM MELAKUKAN KERJASAMA INTERNASIONAL UNTUK MENGATASI BENCANA ALAM
Abstract
This study will examine the factors of failure of disaster diplomacy in Bengkulu Province to reduce the risk of natural disasters. Bengkulu which is a region that has a high risk level to the need of cooperation with several parties that can help Bengkulu in reducing the risk of natural disasters by embracing regional work unit, business actors, communities and foreign cooperation. Efforts Bengkulu to conduct foreign cooperation in disaster response has not been maximized. Using qualitative approach, this paper found the cause of the failure of diplomacy in Bengkulu Province is structural problem. In Law no. 24 of 2007 which has not yet included disaster as a tool of diplomacy in Indonesia, thus raising doubts the government of Bengkulu Province to initiate overseas cooperation to reducing risk from disaster.
