This study aims to explain about the policy of Indonesia government as the reaction of Hizbut-Tahrir Indonesia (HTI) activities. Government’s policy that led to the dissolution of Hizbut-Tahir organization was considered as a concrete step to curb this black-flagged organization. The policyis taken according to nationalism and diversity needs as mandatory of Indonesia's founding father. Hizbut-Tahrir is an organization of political organization that claim their action based on Islam values. They try to design the world under Islamflag (Pan- Islamism) with the Islamic caliphate as its slogan and the movement is to form an opinion on the people to be moved in the struggle of Islamic law, and at the same time nullify democracy, as a modern system. According to the action of HTI that threat the National Principles (Pancasila) and Democracy in Indonesia, the government take decission to dissolute the Hizbut-Tahrir organization. This study uses qualitative descriptive method and supported by bureaucratic authoritarian theory that emphasize the reason of Indonesia produced the policy. The data used in this study are primary data by conducting interviews and secondary data/literature. The findings obtained in this study that the government have the willing to maintain political stability so that people live peacefully within the frame of Pancasila and the Constitution of the Unitary State of the Republic of Indonesia.
