This study discusses the policy of the government of West Kalimantan to increase foreign tourist arrivals in 2016-2018. The study began with the development of tourism through programs in 2005 to 2009 and from 2010 to 2015, and compared the level of realization of tourism development in 2016 to 2018 to increase foreign tourist arrivals. This study tries to analyze how the West Kalimantan government policy increases foreign tourist arrivals. Using a concept approach such as the concept of tourism policy, the concept of international tourism and the concept of cross border tourism found an answer regarding the government policy of West Kalimantan to increase foreign tourist visits, namely to implement a border tourism program and cooperate with Sarawak Malaysia in terms of promotion. From the two results of the study concluded that the West Kalimantan government policy to increase foreign tourist visits in 2016 to 2018 was successful in implementing several policies.
