This research aims to understand the interests of Iran to obtain full membership status in Shanghai Cooperation Organisation (SCO) in Hassan Rouhani era (2013-2018). This Iran foreign policy began from ―Look to the East‖ policy in Mahmoud Ahmadinejad era, and as time goes by Iran in Hassan Rouhani era shows its desire to obtain full membership status in Shanghai Cooperation Organisation. The author uses the content analysis method by collecting information related to refetence sources were taken from book, journals, and internet. This research shows that the national interest factor is the most influential determinant in Iran foreign policy. Hassan Rouhani‘s decision to to obtain full membership in Shanghai Cooperation Organisation (SCO) is driven by two fators, which are the national economic interest and state autonomy interest.
