ANALISIS ISI DALAM REGULASI NARKOBA DI FILIPINA TAHUN 2016 – 2018
Abstract
Drug trafficking in the Philippines has grown so rapidly that it has become a social and security threat. If this drug problem not taken seriously, will cause more serious state security problems. The many disorder and crimes caused by drug users continuously will certainly disrupt the stability of government and internal security. In response to drug problems, the Philippines Government passed a law regulating drugs. For example, Republic Act No. 9165, otherwise known as The Comprehensive Dangerous Drugs Act of 2002, Republic Act No. 10640 Series of 2013, Executive Order No. 15 Series of 2017, Executive Order No. 218 Series of 2013, Command Memorandum Circular No. 16 Series of 2016, Dangreous Drugs Board Regulation No. 2 Series of 2007 and the last is Dangerous Drugs Board Regulation No. 1 Series of 2016.
The laws of drug in the Philippines have been amended in such a way and are equipped with various regulations to reduce the circulation and development of drugs in the Philippines. This paper aims to analyze the paradigm used in determining the direction of security policies in the laws of drug using the content analysis method. Analysis of indicators that represent two paradigms, realism and liberalism which shows that the laws of drug in the Philippines are strongly influenced by the realism paradigm.
