One of the big obstacles in investment licensing service at Karawang Regency is the service was assumed too long. Licensing process was not standard yet and the transparation became a problem on poor management of investor relations at Karawang Regency. However, Karawang Regency precisely has relatively a big number of investment licensing especially in healt field. Based on that data, DPMPTSP Karawang Regency was trying to held an inovation on bureaucratic trimming. This case is done by accelerating licensing services through online applications. This aplication called SITETEH, with the gain of an operating support system, namely ownership of ISO 27001, the first in Indonesia concerning online licensing service system. It has size part and the size is a speed and accuracy in giving licenses. This research was the effort for knowing about PR as the function of management in helping to manage the good governance. The purpose of the research is to find out a good governance, one of it is regarding the efforts of Investor Relations Management "SITETEH" at the Karawang Regency Government for the period October 2017 - September 2018 in cutting down the non-standard bureaucracy and that transparent bureaucracy until succeed. The type of this research is descriptive qualitative. The data collecting technique was used interview and documentation study as the data sources. The data validity test technique was used source and technique triangulation. The result of the research is SITETEH’s application basically has run smoothly regarding to the planning. However, it does not run smoothly for the implementation and the evaluation. The implementation only done in individual licensing part, the duration of licensing was from 14 days became 3 days and the reality does not did consistently yet, it does not has instrument for measuring whether or not SITETEH achieve the target.
