Abstract
This thesis explains why Saudi Arabia's economic sanctions on
Qatar are ineffective. Saudi Arabia cut ties with Qatar and gave
Qatar economic sanctions. This conflict occurred because
Qatar's policies were not in accordance with the wishes of
Saudi Arabia and Qatar not wanting to fulfill Saudi Arabia's
demands. Actually, the conflict that occurred between Saudi
Arabia and several Gulf States with Qatar has happened since
decades ago. However, before this conflict occurred, Qatar had
a fairly good relationship with Saudi Arabia and the Gulf States
by forming the Gulf Cooperation Council. After giving
economic sanctions by Saudi Arabia to Qatar, Saudi Arabia
gave 13 demands that must be met by Qatar if Qatar wants
economic sanctions to be lifted. The provisions of economic
sanctions itself aim to ensure that the stability of Qatar will be
disrupted and Qatar will surrender until finally meeting the
demands of Saudi Arabia and changing its policies in
accordance with the wishes of Saudi Arabia. Qatar does not
want to obey Saudi Arabia’s demands because Qatar considers
that they have the same power as Saudi Arabia, besides that
Qatar also has no dependence on Saudi Arabia. Qatar also has
relations with Iran and Turkey. As a result of these sanctions,
Qatar has difficulty fulfilling food supplies because 80% of
Qatar's food supply comes from Gulf countries. In addition,
Qatarians were ordered to immediately leave the territory of
Saudi Arabia and not be able to perform the Hajj because Saudi
Arabia closed the electronic registration system used by Qatari
agents to register permits and residents of Qatar were unable
to obtain visas due to the absence of a visa. diplomatic relations
between the two countries. By using the theory of success of
sanctions according to Johan Galtung, the ineffectiveness of
economic sanctions is because economic sanctions from Saudi
Arabia does not meet the indicators of the success and
effectiveness of economic sanctions.
