The aim of this research is to understand financial performance and flypaper effect phenomenon in Kabupaten Klaten (Klaten Municipality) in 2016-2018. The object of this research is BPKD Kabupaten Klaten. This research used APBD data and Budget Realization Report. The data collecting technique were documentation and library research. The analysis methods used were qualitative and quantitative researches. The result shows that Kabupaten Klaten experiences Flypaper Effect, and it is proven by the realization result of Pendapatan Asli Daerah (Local Revenue) which is smaller than the realization of center transfer income and the calculation result of independence ratio with the average of 18,26% which shows the instructive pattern as well as the dependence ratio result of 72,88% which shows that the dependence toward the income transfer from the center is very high.
