Mentally disabled refers to individuals having intellectuality rate under the average or it can be said as mentally retarded. Karangpatihan village is a village called as “Kampung Idiot” as there are 86 people with mental retardation living in it. Through the community development program, Civic Society Group (Kelompok Swadaya Masyarakat-KSM) Rumah Harapan Karangpatihan aims to increase social and economic ability of the mentally disabled people. The research method used by the researcher was qualitative with descriptive approach while the data collection technique was in-depth interview. The participants were the local people, Karangpatihan village government staffs, and the administrators of Rumah Harapan Karangpatihan Bangkit who were directly responsible to community development. The secondary data were collected from websites, the reports of KSM Rumah Harapan Karangpatihan Bangkit, and mass media news about the empowerment program performed by the Karangpatihan Village government. The results finding show that community development was carried out through mentoring mentally disabled people through communication activities through face-to-face through sign language by providing motivation to people with intellectual disabilities. The training provided is training in crafts, sorting, training in cultivation and cultivation. Through this mentoring effort, the mentally disabled have life skills, and skills so that they are independent, have jobs and are creative. However, this activity is constrained by inadequate capital, and reduces professional assistance to train mentally retarded citizens.
