| dc.description | Efektivitas program merupakan suatu usaha untuk mengetahui seberapa
jauh target yang telah dicapai oleh suatu program baik yang dijalankan pemerintah
maupun pihak swasta. Rehabilitasi Rumah Tidak Layak Huni (RTLH) merupakan
suatu program yang dijalankan oleh pemerintah terkait dengan hunian yang layak
bagi masyarakat yang terus dilakukan sebagai upaya pemerintah dalam
mengentaskan kemiskinan. Kabupaten Purbalingga merupakan daerah termiskin
kelima di Provinsi Jawa Tengah. Penelitian ini bertujuan untuk mengetahui
bagaimana eefektivitas program bantaun Rehabilitasi Rumah Tidak Layak Huni di
Kecamatan Purbalingga, Kabupaten Purbalingga. Dalam penelitian ini metode
yang digunakan adalah metode deskriptif kualitatif, teknik pengumpulan data
dalam penelitian ini menggunakan teknik wawancara, observasi, dokumentasi dan
penarikan kesimpulan, dalam penelitian ini teori yang digunakan adalah
efektivitas program, dengan teori ini penulis dapat menganalisis bagaimana
efektivitas program yang sudah dijalankan apakah sudah sesuai dengan target
yang dicapai.
Berdasarkan hasil penelitian ini dapat dilihat bahwa dari keseluran aspek
indikator yang meliputi kurun waktu, target sasaran, proses pengajuan program,
penentuan sasaran program, pelaksanaan dana program, dan pertanggungjawaban
pelaksana yang sudah dilaksanakan dapat dikatakan efektif, namun dari aspek
kurun waktu target penyelesaian jumlah Rehabilitas Rumah Tidak Layak Huni
tidak tercapai, yang dikarenakan jumlah target penerima Rehabilitasi selama lima
tahun 673 unit, akan tetapi dalam tiga tahun program ini hanya dapat mencapai
331 unit saja.

| dc.description.abstract | The effectiveness of a program is an attempt to find out how far the target has
been achieved by a program both run by the government and the private sector.
Rehabilitation of Unlivable Housing (RTLH) is a program carried out by the government
related to decent housing for the community that continues to be carried out as an effort
by the government to alleviate poverty. Purbalingga Regency is the fifth poorest area in
Central Java Province. This study aims to determine how the effectiveness of the
Rehabilitation Assistance Program for Non-Occupable Homes in Purbalingga District,
Purbalingga Regency. In this research the method used is descriptive qualitative method,
data collection techniques in this study using interview, observation, documentation and
conclusion drawing techniques, in this study the theory used is the effectiveness of the
program, with this theory the author can analyze how the effectiveness of the programs
that have been run whether it is in accordance with the targets achieved.
Based on the results of this study it can be seen that from the whole aspect of
indicators which include the time frame, target targets, the program submission process,
the determination of program targets, implementation of program funds, and
accountability of implementers that have been implemented can be said to be effective,
however from the aspect of the timeframe the target of completion Unsuitable Houses
were not achieved, due to the number of Rehabilitation target recipients for five years 673
units, but in three years the program could only reach 331 units. | en_US |
