STRATEGI PEMERINTAH INDIA DALAM MENERAPKAN KEBIJAKAN REVERSE BRAIN DRAIN (INDIAN GOVERNMENT STRATEGY IN IMPLEMENTING REVERSE BRAIN DRAIN POLICY)
Abstract
This thesis explains Indian government strategy in
implementing the reverse brain drain policy and its efforts to
restore human capital which was eliminated massively by the
phenomenon of brain drain in India. The phenomenon of
increasing brain drain in the 1970s started to get attention by
Indian government’s because it had caused a deficit in human
capital in India. At the same time, India is reforming its
economic system into a knowledge-based economic system, so
that the policy of reversing brain drain to support Non
Resident of India (NRI) professionals returning to India is a
priority. The Indian government is very confident that NRI
professionals who will return to India will be very supportive
for the rise of the Indian technology industry. In order to
attract NRI to return to India, the Indian government made
investments in the quality of human resources related to
various fields such as finance, infrastructure and education.
The investment is realized by providing incentive policies,
technology software development parks (STP), and
educational institutions.
