Penal mediation is a means to seek justice that is able to provide what is necessary and acceptable to both parties outside the court in the case of labor criminal acts specifically for older child laborers. This study aims to analyze how the implementation of Penal mediation in Purworejo District labor, in an effort to collect information about how to develop minors. Based on law number 13 of 2003 concerning labor and law number 35 of 2014 concerning child protection, and analyzing future concepts in efforts to prevent the implementation of criminal mediation in labor crime. This type of research is an empirical juridical approach to legislation, case approaches, sociological approaches and concept approaches. Primary data sources are underage child laborers affected by layoffs amounting to 2 (two) children and secondary data sources are binding legal regulations. Data collection techniques using the interview method and the study of statutory regulations. Data analysis uses qualitative analysis. The presence of penal mediation is deemed necessary by the community as a means of resolving labor cases that are fast, economical, and acceptable by parties outside the court, this is in line with the habits or customs of Indonesian people who are still using or applying dat laws as legal live in their community or region, the implementation of criminal law through mediation of penalties is a good step win win solution, and a means to develop future concepts in overcoming obstacles in implementing mediation of penalties when no agreement is reached.
