This research aims to find out the influence of subsidies fertilizer’s scarcity toward rice productivity, farmers income and eligibility rice onfarm within its scarcity. This research using analysis descriptive quantitative and conducted in Babadan subdistrict Ponorogo Regency. 60 farmers are the responden and grouping on scarce and not scarce with random sampling. The results show that 24 farmers grouping in scarce condition and 36 were not in scarce. Methods in this research also using direct interview with questionnaire. Based on the average given that in scarce and not scarce condition there is a different between productivity and income. And analysis result using scarcity onfarm. Elegibility’s result shows R/C side, field productivity, labor and financial that were in scarce ferlitizer and unscarce. By this research can be conclude there is a different between productivity and income which have a lower fertilizer scarce
