COMMUNITY GOVERNANCE-BASED MODEL TOWARD DISASTER MANAGEMENT
Abstract
This research aims to find out about community governance in
handling disaster management in Special Region of Yogyakarta. Because
community governance very relevant with disaster management, so in this
research want to know about the government. This research uses descriptive
qualitative approach method. The techniques used to conduct the data
collection are the observation, and interview. Then location of this research
conducted in BPBD in Special Region of Yogyakarta, and also with NGO
because according to the theory of community governance the government
should have the coordination or collaboration with NGO, in this research
there are 2 NGO include : Muhammadiyah Disaster Management Center
(MDMC) and Yakkum Emergency Unit (YEU) and also with society. Data
analysis techniques used in this research used data qualitative. The
conclusion in this research there are six according to the theory of community
governance there are sic principles including : (1) The concern of the local
authority should extend beyond the services provided to the overall welfare of
the area, (2) The local authority’s role in community governance is only
justified if it is close to and empowers the communities within and the citizens
which constitute them, (3) The local authority must recognize the contribution
of the other organizations, public private and voluntary and see its task as
enabling (not controlling) that contribution, (4) The local authority should
ensure that the whole range of resources in the community is used to the full
for the good of its area, (5) To make best use of those resources the local
authorities will need to review rigorously how needs are best met and to be
prepared to act in many different ways, (6) In showing leadership, the local
authority must seek to reconcile to balance and in the finas resort to judge the
diversity of use and interests.
