UPAYA BALTIC MARINE ENVIRONMENT PROTECTION COMMISSION DALAM MENGATASI PERMASALAHAN LINGKUNGAN LAUT BALTIK.
Abstract
This paper explain the Baltic Marine Environment
Protection Commission / Helsinki Commission’s efforts to solve
the environment problem of Baltic Sea. There are some
problems on Balic Sea such as eutrophication, unsustainable
shipping, unsustainable fishing, and marine litter. Helsinki
Commission, an international governmental organization has
been created for improving the Baltic Sea’s environment quality.
This study uses the concept of international organization by
Harold K. Jacobson and the concept of marine protected area
(MPA). The international organization concept explain the
effort of Helsinki Commission by its function as an international
organization to make change to the Baltic Sea status into good
quality according to the Baltic Sea Action Plan (BSAP) in 2021.
Baltic Sea Action Plan focuses on reducimg eutrophication,
biodiversity lose, hazardous susbtance, and regulating
maritime activities. The second concept is marine protected
area which explain one of Helsinki Commission function to
create conservation area to preserve environment from the
harmful human activities.
